This fix resolves a problem with BLOB/CLOB support using the CLI Database
manager.  The problem occurs when attempting to insert a CLOB/BLOB field.  Either the insert appears to execute correctly but the CLOB/BLOB field is not inserted or the CLOB/BLOB field was inserted but padded with nulls.
