DBCS Fixes for VisualAge for Smalltalk and IBM Smalltalk V3.0b Refresh and some of the features for OS/2.

These fixes provide solutions for DBCS problems in the VisualAge for Smalltalk and IBM Smalltalk base products and some of the features. 

To apply the fixes, copy the self extracting zip file 'nls3bos2.exe' into a
fix directory.  Execute 'nls3bos2' to unpack the fix files.  Follow the 
instructions in the README.TXT to complete the installation.
