Symptom:

  Popup menus under Windows 98 do not always position correctly.
  This seems to occur in the top 1/4 and bottom 1/4 of the screen.
  If the popup menu is very long, then the potential is to cut off the
  menu.


Solution:

  Due to a bug in Windows 98, popup menus that were positioned such
  that part of the menu was off the screen did not pop up in reasonable
  place.
