pq21436 - After packaging mpr registrations are lost

Symptom:

	After packaging a Smalltalk application using the packaged image 
	browser NLS strings appear to be lost.  You will see messages like 
	"AbtMsgBasePkg is not a registered message group."  This seems to 
	occur after the step to output the packaged image.

Solution:

	Open a workspace on file pq21436.st and file in the patch.
	Execute the code to restore the mpr registrations.
