13227 - Y2K bug in Web Connection

Prerequisites:

        None.

Symptom:

         During runtime the 1900's are being converted to 2000's (ie 1976 is converted to 2076, 1922 is 
converted to 2022..) while using the converter with the date data type.
**Please note that this fix will work with these versions as well: 4.0, 4.02, 4.02b, 4.5, and 4.5a

Solution:

  Open a workspace on 13227.st and file in the code.
