Authorization failures

If a terminal user is not authorized to access the resource specified on a CICS command, CICS returns the NOTAUTH condition to the application program. CICS indicates this authorization failure by setting the EIBRESP field of the EXEC interface block (DFHEIBLK) to a value of 70 (and X'46' in byte 0 of the EIBRCODE field).
