Using this function, the caller can supply a buffer.
It is used by input nodes only. The address is specified by the source parameter
as an input bit stream of the input message to the broker. By supplying a
buffer, an input node can read data into the bit stream that represents an
input message from an external data source. The broker takes a copy of the
data and the caller can free the storage on return.
None. If an error occurs, the returnCode parameter indicates the reason for the error.
