XMLDecl

XMLDecl is a name element that corresponds to the XML declaration itself.

The XmlDecl element is a child of the XML parser and is written first to a bit stream. Although the XMLDecl element is a named element, its name has no relevance. An example is shown below:

<?xml version="1.0" encoding="UTF-8" standalone="no"?>
<!DOCTYPE s1 PUBLIC "http://www.ibm.com/example.dtd" "example.dtd">
<s1>.........</s1>
