An inclusiveUpperBound value represents the highest, inclusive number that should be considered inside of a numeric range.
A nill inclusiveUpperBound indicates that no finite upper bound exists.
If included as part of a range constraining the value of a bounded type, the inclusiveUpperBound value must be in the value space of that type. E.g. if expressing bounds on an xsd:int, the value must be between -2147483648 and 2147483647.
