An inclusiveLowerBound value represents the lowest, inclusive number that should be considered inside of a numeric range.
A nill inclusiveLowerBound indicates that no finite lower bound exists.
If included as part of a range constraining the value of a bounded type, the inclusiveLowerBound value must be in the value space of that type. E.g. if expressing bounds on an xsd:short, the value must be between -32768 and 32767.
