This patch fixes the following:

Defect RATLC00146059:

Rational Apex Embedded (LynxOS) 4.4/Sun Solaris->PowerPC was shipped
with defective
$APEX_BASE/c++/compilers/power.lxe.4.4.0/sun4_solaris2/bin/rar script
and Spire.cfg files. As a result, this release of Apex cannot create
object code archives for LynxOS 3.1.0a (XCOFF) targets. This also
means that the use of BUILD_POLICY switch values that create
libraries, e.g. BUILD_POLICY=library, do not work in C/C++ views.

This patch provides updated rar script and Spire.cfg files.
