This patch fixes the following:

Defect RATLC00145645:

Attempting to use eTDM with Minimal Ada Runtime Kernel (MARK)
programs compiled using the Apex 4.2.0 dmv179 BSP results in
unspecified behavior, typically rendering the board unresponsive
during runtime initialization. This is due to a failure to properly
initialize the dmv179 Programmable Interrupt Controller (PIC). This
patch provides code to perform the initialization and updates the
default interrupt masks to prevent unused hardware, in particular the
UART, from generating spurious interrupts.
