This patch fixes the following:

Defect RATLC00389505:

Rational Ada Embedded Developer for VxWorks is shipped with
vxbindings.ss views providing bindings to VxWorks services. These
bindings were developed for an obsolete version of VxWorks no longer
supported by Rational Ada Embedded Developer. They are still shipped
as an example of a VxWorks binding for customers wishing to create
their own version for a supported VxWorks system. To prevent their
use as-is a README file warning of their status is included
vxbindings.ss views.

Rational Ada Embedded Developer 4.2.0 for VxWorks was shipped without
this warning README file. This patch updates vxbindings.ss views to
contain the README file.
