Control > Reports > Locks (Apex/Summit)Control > Reports > Locks displays in a read-only Output window the active and abandoned locks for the specified contexts. This command displays the Show Locks dialog box.

Lock State Of Field
To the what context for which to list locks, use the Lock state of input field. If no locks are present, the Output window displays an appropriate message.
If locks are present, the display looks similar to this:

A file becomes locked when it is not in read-only mode. The file lock is released when the file is closed or checked in.
