Fixes the issue where a filter query in a reference list browse window will not return any data if only one display field is chosen.

In previous releases, the CM API interface to ClearQuest allowed the client/user to create a new attachment that has the same file name as an existing attachment. After the attachment is created, its location becomes ambiguous and further operations on the attachment will be applied arbitrarily to one of the two attachments with the same file name.  The existing ClearQuest GUI's do not support a database in this state. 

This patch changes the implementation of attachment creation to disallow new attachments with the same file name as an existing attachment.


RATLC01279229:

Addresses the issue where failures occur retrieving property values during a resource creation operation that caused the thrown exception to erroneously reported that specified properties failed to be set. With this patch, retrieval failures are no longer confused with update failures. They are noted in the returned proxy and do not throw an exception.
