1401	External Layer requires tcp/ip to be fully initialized
Full Description The external layer for the C++ Target Services Library requires that the tcp/ip interface be initialized. If it is not initialized, the external layer will not initialize and a "panic: bind" error message will be displayed on stderr or the console.
