現象: 
Rational 製品をインストールした後、Rational 製品を起動しようとすると、
下記のエラーメッセージが出ます。

 Unable to obtain a Rational <製品名> license; you may need to launch 
 the Rational License Administrator to establish one.
 The error reported by the license manager is:
 The license key templates.ini is missing or damaged. In order for
 licensing to continue this file must be restored from the original 
 install media.

License Key Administrator を起動しようとすると、下記のエラーメッセージ
が出ます。

 The License Key template file, c:\TEMP\RSLic Temp\templates.ini
 is missing or damaged. License key requests cantnot be generated 
 without it.

原因:

1. templates.ini ファイルが破損している為。
2. レジストリのパスの設定が誤っている為。

解決策: 

templates.ini ファイルが破損している場合

Rational Solutions CD の common ディレクトリに格納されている templates.ini 
ファイルを <インストールディレクトリ>\Programe Files\Rational\common ディレ
クトリの下にコピーします。

レジストリのパスの設定が誤っている場合

方法1:
Rational 製品を一旦アンインストールして、再インストールします。
Rational 製品のクリーンインストール方法に関しましては、各製品のクリーン
インストールソリューションを参照してください。

方法2:
レジストリエディタ（regedit）を起動します。

1. ライセンスサーバマシンに管理者権限のあるユーザにてログインします。
2. レジストリエディタを起動します。Windows の [スタート] > [ファイルを指定
   して実行]、regedit と入力し、[OK] ボタンをクリックします。
3. HKEY_LOCAL_MACHINE\Software\Rational Software\Licensing\1.0 キー内の値を
   下記の様に修正します。

LicenseTemp	    C:\Program Files\Rational\common\rational_temp.dat
		    または、
       		    <Install Dir>\Rational\common\rational_temp.dat

LicenseTemplateLoc  C:\Program Files\Rational\common\templates.ini
       		    または、
       		    <Install Dir>\Rational\common\templates.ini

LicensePerm  	    C:\Program Files\Rational\common\rational_perm.dat
       		    または、
       		    <Install Dir>\Rational\common\rational_perm.dat

LicensePermServer   C:\Program Files\Rational\common\rational_server_perm.dat
       		    または、
       		    <Install Dir>\Rational\common\rational_server_perm.dat

LicenseRequest 	    C:\Program Files\Rational\common\rational_request.dat
       		    または、
       		    <Install Dir>\Rational\common\rational_request.dat

LicenseAdminPath    C:\Program Files\Rational\common\licadmin.exe
       		    または、
       		    <Install Dir>\Rational\common\licadmin.exe

LicenseTempServer   C:\Program Files\Rational\common\rational_server_temp.dat
       		    または、
       		    <Install Dir>\Rational\common\rational_server_temp.dat
