We are preparing to transfer our DOORS 7.1 database to a Citrix server.  We are doing a test transfer using the data directory.  My question is this:  how do you start/stop the DOORS database server service?

Logon to the machine hosting the doors database server.
From the Start menu, select Control Panel > Administrative Tools > Services.
Right click on "DOORS DB Server 7.1" and select Stop.

To restart, right click on the same and select start.

You know, 'Citrix' is mostly used as a client machine, meaning you put the Citrix server 'nearby' the DOORS server on the network, so clients using Citrix get quick access.

If you are truly moving the DOORS service to a new server, you must install the DOORS service on the new machine, stop the service on the old machine, copy the database file structure to the new machine, start the new service, and of course update all the client's 'data' variable to point to the new server. I would then remove the old service to prevent someone from accidentally using the obsolete database, thinking its live.
