I'm in Engineering and am running into stiff resistance from the Info Technology IT folks about who gets to decide DOORS database issues. They believe they get to make whatever decision they have the power to make including whether anybody uses or writes or deployes any DXL and whether or not I'm allowed to delete a corrupted baseline from one of my modules and allowed to decide which patch version is in use and whether or not there is any effort to coordinate patch levels among the clients. And, of course, they have the power to make whatever decision they like.

I believe IT should keep the licensing and tool available and other issues that don't involve logging into DOORS, but otherwise generally let Engineering make decisions on issues requiring one to log in. Yes, there is some user and password overlapping issues.

I was wondering how organizations "out in the real world" work; is IT or Engineering the dominant force for in-DOORS administration. Eager minds want to know.

Large organisations - IT want control of everything
Small organisations - IT wash their hands of it and let engineering into the server room to do the install

I currently manage DOORS databases for a large military contractor, and am fortunate to be in the position you described as:

IT manages servers and licensing, and Engineering manages the internals of the DOORS application. We work together to plan DOORS upgrades and DOORS client installations (pushes). Each time I have to convince them that the upgrade is necessary, but that has not been a difficult task, just a time-consuming one.

The worst scenario I have personally been involved in is one where the IT department for a large manufacturing company thought it was their job to CHOOSE the RM tool that engineers would use. Avoid this situation at all costs.

I am in a similar situation as Michael, in that I manage a database for the military. By training I am a member of the IT department but I was placed in the RM slot by "The powers that be." I personally have complete control over DOORS. I manage the licensing and the database as well as the care and feeding of the server. If you can get it, I highly recommend this method. The IT people shut off their customers at the word "DOORS" and refer them to me.

I think you have tapped into another facet of the ongoing turf battles of life.
I manage the DOORS database for a Goverment Department. We are a Project Management Office. We issued the original System Requirements documents a number of different industry contractors are doing the system development. All this to say, the DOORS data belongs to the project not IT. There are all sorts of issues on data security that would be much harder to manage if a bunch of unknowns (unknown to the project) had access and control over the data.
So the IT group manages the servers, they do back ups they provide security and are now coordinating license issue. They do the upgrades (that is a problem.)

I am responsible for the internals, data, DXL, users, etc. Of course there is overlap and we negotiate. Their Day 1 position was to demand the admin password. We have a truce. They do not have the password.

My thought is that you are bang on in your thinking. Data security is one reason, Fast response to data issues is another. Most issues seem to require knowledge of the modules. An outside group would not have that... Good luck
