I have CPS configured for a formal module, and one or more users, who are sumbitting and reviewing CPs occasionally receive the following error message:

This proposal may require an update to the Change Proposal Partner module. Re-sumbit when the Partner module is not being accessed by any other session.

Each user has only one CPS session running. The users end up discarding their changes as a result of this message, which is frustrating.

Does anyone know when and why this error message occurs and how to prevent it?

I've not seen that message, but surely it says that the proposal module ..err.. that section of the proposal module is locked by someone else. Sure looks like someone is submitting a proposal when someone else is reviewing and updating that person's CPs.

Another reason may be that someone has opened the proposal module in Exclusive mode, preventing CPS from opening it Shared. That can happen:
[1] defaultopenlinkmode is "EDIT" instead of the "READ_ONLY".
[2] defauiltopenmode is "EDIT" instead of "READ_ONLY", and someone is leaving the module open.
[3] Someone has sloppy DXL that opens a bunch of modules edit invisible and fails to close them.

Understand that each person gets a 'heading' in the Proposal module, and that heading is granted specific access rights and therefore is a lockable section.

Anyway, when it happens a DB admin can go to the CPS folder and Tools >Manage Locks... and can see who has that Proposal module open, if at all.

I've seen this error message before and it's misleading it can happen sometimes when,

either 1) user hasn't entered a reason for change or
2) user has entered a date in an unusual format in one of the attrs under control.

I would guess the first.
