Is there a way to create surrogate links from one module to another?  If so what is the process?

Can you explain what you mean by a surrogate link?

I am familiar with the concept of surogate modules which are used for tool integration, but I have not heard this term before.

I've only heard of surrogate links, never used them so I might fall short describing them. I'll describe what I want to do: If there is a link between 2 modules say A and B, I want that link to also be referenced by surrogate to a third module say C. Ideally I would like any changes to the modules A and/or B, to be enunciated and somehow flagged by surrogate link in module C.

To issue some advice, I would like to understand the information model which your request is based on.
To "mirror" a link between two modules in a third one, this must be in a very close relation to one of the others, e.g. because it holds a copy of, say, module B.

What do you want to achieve with what you call "surrogate links" (indeed, I'm quite sure they don't exist)?

Possible what is being described as a surrogate link is the "Conceptual" Link between a surrogate module and an application file that exists outside of DOORS such as a ROSE Model.

If this "Conceptual" link is what is being referred to as a surrogate link then the link does not physically exists as a DOORS Link. The "Conceptual" Link is usually implemented by OLE automation using either visual basic or dxl.

From your description of what you want (20 march) you may be better served by 'suspect links'.
The User guide says:-
"Understanding suspect links

A link becomes suspect when the source or target object is changed. For example, the source of the link may be a requirement and the target may be the test to verify that the requirement has been met. A late change in the requirement could invalidate the test, so the link is marked as suspect until the issue is resolved.
Caution: Only those attributes that have been set to generate history cause a link to be marked as suspect when they are edited.

Any modification to the source or target of a link causes the link to be flagged as suspect immediately."

However in that case you don't need module C. the marking is visible in the linked modules.
