Is there a way to limit the ability to create baselines to only Administrators?

There is no database property or such that allows baselining to be restricted to Administrators.
In order to baseline a module, the user must have Modify access at the module level. To prevent users creating baselines, set the access to the module to READ and CREATE with propogated MODIFY and DELETE.
