INPUT:
command_p: DOS command to be executed
service_p: Name of the windows service (can be retrieved from the services.exe)
string pathOutputFile: (output file to be monitored, i use this to ensure that the file as contents)

The use of the timeout it is to prevent an infinite loop.....it can be defined to be higher.

Constraints:
- If during the DOS command execution other call to the same service is made...this doesn't work!
- Due to wmi limitations it is not possible to make sub queries, thats why i have the line commented!!

I will appreciate comments and ways to make this function better!!
