Yes, you need 'Manage Database' to manage locks that are not yours.

In DOORS 7.1 I can't see any locks in the Manage Locks facility even if I uncheck the 'Current folder only' checkbox. I have been set up as a Custom User with everything but 'Manage Database'. I also have full admin access on the our Project. I tested it by opening one of our modules for which I expected to see a lock. Is this facility only available to Database Managers?
