I have CPS configured for a formal module, and one or more users, who are sumbitting and reviewing CPs occasionally receive the following error message:

I've not seen that message, but surely it says that the proposal module ..err.. that section of the proposal module is locked by someone else. Sure looks like someone is submitting a proposal when someone else is reviewing and updating that person's CPs.
Another reason may be that someone has opened the proposal module in Exclusive mode, preventing CPS from opening it Shared. That can happen: [1] defaultopenlinkmode is "EDIT" instead of the "READ_ONLY". [2] defauiltopenmode is "EDIT" instead of "READ_ONLY", and someone is leaving the module open. [3] Someone has sloppy DXL that opens a bunch of modules edit invisible and fails to close them. Understand that each person gets a 'heading' in the Proposal module, and that heading is granted specific access rights and therefore is a lockable section. Anyway, when it happens a DB admin can go to the CPS folder and Tools >Manage Locks... and can see who has that Proposal module open, if at all. - Louie |

I've seen this error message before and it's misleading it can happen sometimes when,
