Will it be possible for DXL Triggers to monitor any WRITE activity to a windows folder in a machine?

No.

However, you can find out about windows files (type of file, last modified date etc) by using Stat - see "Operating system commands" in the on-line DXL reference, so you could periodically run a script to check a windows folder for changes.
