Is there a way to prevent users from creating views in a module? We have some modules we use as templates, and we don't really want users creating new views in them. We can of course prevent users from modifying existing views, but we haven't found a way to allow users to edit objects but not create views. Maybe we're just being too strict....

1. I think you are being too strict. One of the features of DOORS is to allow each user their own personal "view" of the data. We provide guidance on individual views and when needed - review the views in a module and delete if necessary.
2. If you truly want to remove the capability of creating views for certain users, you will have to modify the scripts that create the menus themselves. Find the formal.dxl and see how it works. But then you will get into the challenge of updating all machines with the current version of the modified script. I think you can provide only "R" access to the module for a user yet provide that user "RMCD" access to the objects. This disallows them from modifying attribute definitions and I believe will prevent them from creating views. Such a module is "set up for sharing" and the user will need to open it "Shared".

Views are different. They are not controlled by module access permissions.
Any user can create views, regardless of permissions on the module - although they need to have read access obviously. This can be demonstrated by opening a baseline and creating a view, then opening the current version and the view is available. In DOORS 7 and later, by default, views are created as private. These are harmless because no-one else see them so they do not clutter up the view list.
