Answer:
Note: your second to last statement should define the "close" with "true" instead of "false".

Anyway your code displays the empty dialog on my machine in both v5 and v6 of DOORS. I therere suspect there is something wrong with your file: C:/ICCS/Resources/bitmap1.bmp.

If you scatter print statements around you should be able to figure out where the abort is occuring.
