Answer:
No. DOORS assignes "Object Numbers" accoding to their position in the hierarchy; the 1st level 1 is number "1" etc. As Ron suggested you may want to have a string attribute "Regulation Heading" that contains those symbols, and keep all the objects flat with no Object Heading at all.

Your views would eschew the 'Main' column and would routinely have 'Regulation Heading' in the first column and 'Object Text' in the 2nd.

Is there any way to change the format of the heading hierarchy so it goes:
(a)
 (1)
 (1.1)
(b)

We're importing a regulation and would like to be able to refer to sections as they are in the original.

If it is a regulation -- perhaps you can treat it as a flat file with all objects being "Object Text" and no headings at all -- then you don't have to deal with DOORS numbering of headings.
