We are currently using DOORS 5 and have a number of custom tools that show up as menu items. We are in the process of updating to DOORS 7 and I am experimenting with the DOORS 7 Evaluation Toolkit. My question is: How can I setup DOORS 7 to use our custom tools? Can I do this with the Evaluation Toolkit? Can someone help with this issue?

Try placing your dxl scripts in the addins folder which typically is located in the default destination location of Program Files\Telelogic\DOORS 7\lib\dxl\addins.

The DOORS Evaluation Toolkit is an evaluation copy of DOORS 7, available from Telelogic, that can be tried out for a trial period of, I believe, 30 days. It includes a tutorial and some examples.
