Answer:
A DXL script needs to start in a certain way when adding them through the -addins parameter. The lines below are from the DXL manual:

The first line of the file contains a // comment with a single-line description of the program, which appears in the DXL Library window.
This must be followed by a /* ... */ multi-line comment which describes in more detail what the program does. This can be viewed from the DXL Library window by clicking the Describe button.

Hello, I'm a user on 50+ user DOORS network and have added a new DXL script to our collaboration area for DXL evaluations. This evaluation area contains DXLs that are run from a drop down menu in DOORS (we use the "-a" runtime argument to set this path for the eval folder). The issue is that when I add this script to the folder, the script does not appear in the drop down menu. Well, we've been using this for several years here, working perfectly...even the two admins are puzzled--except they have more pressing issues to try to deal with, so I'm throwing this at you guys for some ideas. BTW, this is the only file that exhibits this symptom...yes, it ends in ".dxl", runs perfectly when I copy/paste the code into the DXL window--just won't show up in the darn drop down.
