Have you checked that you are in a Project before trying to create the CPS system. It doesn't work in the root database window

I am using DOORS 8.3.0.1 and Server 8.2.0.0. We have DOORSnet installed on another server. I have not activated CPS yet

I log in as a Database Manager. When selecting any project in DOORS Explorer, the Tools/Change Proposal System is greyed out. I tried selecting the Project on the left pane and the right pane, no difference. Access for the Projects (File/Properties/Access) indicates Everyone has RMCDA rights and my access rights are RMCDA.

Any ideas? Thanks
