We have 3 levels of requirements:  SSS, SRS, Implementation.  What is the most effective way to organize these requirements so we will have a complete RVTM view/report:

1) create a separate module for each level of requirements:  an SSS module, an SRS module, and Implementation module, and have the links between the requirements at each level.

2) create one module of all requirements (SSS, SRS, IR combined) and use an attribute to distinguish if they are SSS, SRS, or IR.  As well as have links between the different levels (and other modules).  What are the drawbacks for this option???

The ultimate goal is to have an RVTM report, showing all necessary attributes.

Normally you would use one module for each document. Therfore option 1 as 3 separate modules would be my recommendation.
