We are on DOORS V8.1. I see value in using baseline sets to capture a set of modules and the links between them. We want to let our users create baseline sets as needed, as their project moves through various phases (review, signoff, CCB, etc).

But I don't want our users to create new modules inside their projects -- we have a standard set of modules, and when users create their own modules, we lose consistency and create extra work for me and for the users.

Ideally I'd have all project folders with "R" permission. The projects then contain a standard set of modules in it. Users can't delete them and can't create their own modules.

But if a user wants to create a baseline set, they need RMC permission to the project folder. This opens the doors (as it were) to users creating their own modules inside the project.

Anyone else dealt with this or have suggestions? Am I being too restrictive in wanting to clamp down on users creating their own modules?
