I was tempted to reply with "RTFM", but the following might be a bit more helpful...

Menu definition is well documented in the DXL reference manual in:

DOORS Window Control
- The DXL Library and Addins menus

As an alternative to placing files under $DOORSHOME of every client machine, the -addins command line switch or the addins registry entry can be used to specify the path of an addins directory on a shared network drive. For more information on this, see the following page in the DOORS manual:

Configuring DOORS
- Summary of command line switches

Finally, if you want to control the contents of a menu using DXL, you can create a menu definition file and place it in $DOORSHOME\lib\dxl\config\formalFiles using the createMenu and createItem dxl funtions. There are plenty of examples of menu definition files in $DOORSHOME\lib\dxl\config.
