Do your section headings export as a style with autonumbering enabled? (Assuming you export to MSWord.)

From what I've seen by viewing these pages: It does not matter what header number you have, all tha matters is the paragraph styling.
Thus, "1 Scope" is no better than "Scope". If "1 Scope" is not of format 'Header 1' in Word and if "1.1 Introduction" is not of style 'Header 2', then you can be assured that your import is going to be "flat", i.e., the hierarchy will not exist, and all your paragraphs will be on the same "Object Level". This appears to happen all the time to people who export and import using spreadsheets (.csv). They say there is a DXL script to fix that for .csv, but you should be able to fix your problem by re-exporting the file (if that is an option) or perhaps by applying a template (such as normal.dot) to your existing word file. (and no, you are going to have to re-import your document, you can't do autonumbering in DOORS once you complete a bad import.) (correct me if I'm wrong, I'll appreciate it!) The answer summary is that autonumbering is a Word function not DOORS. Preferably applied using good clean styles in WORD.
