Your best solution is to export the tables to Word (using BOOK format), merge them in word, and then reimport and delete the originals.

The drawback is that any formatting or links will be lost.

The alternative (as usual) is to write some clever DXL that will copy the cell and row objects from one table to another. You may still lose any formatting and links.

You cannot MOVE table cell or row objects.
Your only option is to create new rows and cell and then copy attributes and links across and then delete the originals.
