As far as I am aware there are no limits on these, but I would advise against putting too many eggs in one basket. Traceability analysis is more powerful and controllable if you use multiple link modules rather than grouping all your linksets in a single module.
I have not used baseline sets, but I would assume that having too many modules in a single set would be harder to manage than smaller groupings.
