A requirement previously deleted using the delete key and the module saved, now has a change bar that is black and text that is red. This is correct, however, when showing properties under the history tab for the same requirement, there is no history of the deleted object.

Either you've baselined the module since it was deleted, you are looking at the module properties and not the object properties, or the user who is looking has odd rights which triggers a DOORS bug hiding history.

No. Admin privaleges just let them use some menu items that are greyed out for standard folks. However, Admins generally also have more 'R' access to stuff so they tend to see more projects than Standard folks.

I've confirmed with the user that this is not baseline related and it was the object properties were being interrogated. Is there is a known documented bug report where history records are not visible?

I haven't seen this before. And I cannot replicate the issue here. I would try Michael Sutherlands History DXL v1.1.2 found on galactic-solutions.com on the downloads page. This pulls all history from an object, even across baselines. That will tell you for sure if it was baselined.
