There is a utility that will create charts of your maximum concurrent usage. It is called Samreport and is available from Macrovision. I have no idea how much it costs, but there is definitely a charge for it. The utility can produce charts showing the maximum number of concurrent users, the length of time that each of your licenses are checked out, the number of license denials, and which users have checked out a license (among other things).

You could create your own "poor man's" version of the utility by running lmutil lmstat -a -c <license file> periodically and counting how many users are currently logged on. That utility will list the current users - your script would have to count them.

The reason you can check out as many instances as you want is because you are checking them out from the same computer using the same display. If you go to different computers, your license checkouts will accumulate (and be limited at your license maximum).

have you had a look at the LMTools "License Utility" which is installed with DOORS?

I'm not aware of a utility for doing this...

...but you could do it by scheduling a call to
lmutil lmstat -c <port@server> -a
...at regular intervals, parse, store and graph the output.
