This table contains a single row which indicates whether or not initial rule object propagation has been run, and is used by the system to decide whether or not to automatically attempt to create CER Rule Objects for initial data upon system startup.
The attribute executed on this row must be set to a value of 1 (or true ) to prevent this automatic CER Rule Object creation from happening when the batch program is run.
