The layout element can be used within either a cluster or a question to control different aspects of the layout of that element. Controlling the layout of a cluster is described in more detail in Using the Layout Element to Change the Appearance of Clusters. For a question, controlling the layout much simpler as the only aspect of its layout you can control is the width of the input control used to enter the answer to the question.
