The CT_Locale.ctx file lists the available locales and includes a single default value.
To override the currently selected value, locate the appropriate locale value within the file and change the default="false" option to read default="true".
If your target locale is not present, add the value and check the file to ensure that no other locale values are defaulted to "true".
