The CT_Language.ctx file lists the available selectable languages values and includes a single default value.
To override the currently selected value, locate the appropriate language value within the file and change the default="false" option to read default="true".
If your target language is not present, add the value and check the file to ensure that no other language values are defaulted to "true".
