The Roles of Eligibility Worker and Outcome Worker

Because eligibility workers are busy determining eligibility and maintaining cases, many agencies split the functions of an eligibility worker and an employment agency caseworker. The employment agency worker is the agency staff member who regularly monitors and evaluates clients' progress toward their self-sufficiency goals. The product uses the term 'outcome worker' for this role because this is the agency worker who focuses on the benefits of services to the client (outcomes). When there are two separate workers, the eligibility worker role refers clients to the outcome worker role. When an eligibility worker uses A&T and there is no separate outcome worker, this communication is not necessary as eligibility workers do not need to send, for example, a referral to themselves.

The outcome worker receives referred clients, sends advisements, performs assessments, manages plans and agreements, monitors clients' participation toward federal and personal goals, and resolves attendance discrepancies.
