The purpose of this guide is to provide an overview of IBM Cúram Universal Access (UA). After reading this guide, the reader should have a basic understanding of how UA can be used to allow a citizen to identify services and apply for programs that will meet their needs and how the citizen can use the online service for most of their interactions with the agency.
